EU Presses Ukraine to Fulfill Reforms Before Requesting More 2027 Funding

The European Union is pressing Ukraine to fulfill its commitment to implement agreed reforms before seeking additional funding for 2027. This comes as Ukraine faces a potential funding gap of approximately €69 billion for the upcoming year, largely due to defense expenses and the maintenance of essential government services.

EU officials have emphasized the importance of releasing already approved financial assistance, which is part of a substantial €90 billion support loan designated for the period of 2026-2027. Currently, only about €15 billion of the €45 billion allocated for 2026 has been disbursed, with further payments contingent on Ukraine’s progress in implementing the necessary reforms.

In collaboration with the International Monetary Fund, the EU is evaluating Ukraine’s projected financial needs and exploring potential solutions to address the anticipated shortfall. Ukrainian authorities have also proposed that European nations consider utilizing frozen Russian central bank assets to finance its wartime needs. However, this suggestion has met resistance from some European governments, particularly in Belgium, due to legal and financial concerns.

For now, the EU’s primary focus remains on ensuring that Ukraine adheres to the conditions attached to the existing financial assistance, while discussions continue over the country’s future funding requirements.
