The Governor of the Bank of England, Andrew Bailey, has issued a cautionary note regarding the potential threats posed by the rapid advancement of artificial intelligence (AI) systems to the global financial infrastructure. Bailey highlighted the risks in a letter addressed to G20 finance ministers and central bank governors, emphasizing the potential for these sophisticated AI models to autonomously solve complex problems, which could inadvertently lead to significant economic disruptions.
Bailey’s concerns centered on the prospect of cyberattacks that could be facilitated or heightened by advanced AI technologies. Such attacks, he warned, could swiftly propagate across international borders, leading to widespread disruptions in interconnected financial markets. As the head of the Financial Stability Board, Bailey expressed worry that many nations currently lack sufficient frameworks to manage the challenges associated with the development and deployment of these advanced AI systems.
He underscored the importance of enhanced international collaboration to ensure AI technologies are both safely introduced and used. Cyber risk, according to Bailey, poses an immediate threat, as these advanced AI systems could significantly increase the speed, scale, and financial repercussions of cyber threats. The heavy reliance on centralized technology and third-party service providers was noted as a factor that could exacerbate the risk of system-wide disruptions.
Furthermore, Bailey pointed out that the current high asset valuations and rising leverage in bond and equity markets could intensify the impact of a potential financial shock. He highlighted the heightened risk of a sharp market correction, fueled by strong investor optimism surrounding AI, should expectations suddenly shift.
In light of these concerns, Bailey called on global financial regulators to coordinate efforts in managing AI-related risks. He stressed the need for measures that would bolster the resilience of the global financial system against potential disruptions brought on by advanced AI technologies.
